How to fix GTX460 stuttering when loading objects/textures/etc?

Some heavier games (Crysis, GTA IV, Crysis 2) seem to play fine on my GTX460, however it stutters when it loads new objects. For example, exiting from the GTA IV safehouse to the street gives me a micro stutter, then it goes a bit slow until it loads objects (1 second). While this may seem innocent, it is annoying. NOTE that it isn't the same problem where people have micro stuttering at high FPS.

Is this due to my low PSU? The GTX460 asks for a minimum of 450W with 25A on the +12V, while i only have around 10~15A (not sure) on the +12V and 420W. It's a white line PSU.

My current specs are the following:

E8600 (stock, OC doesn't solve the issue, by the way.)

eVGA GTX 460 1GB EE

ASUS P5G41C-M LX

Seagate 500GB hard drive (ST3500830AS ATA)

And the white-line PSU, 420W and 10~15A on the +12V.

the RAM is 2x4GB Gskill at 1333Mhz, I don't remember the model.

When i had an old 8600GT this issue never happened, despite the way lower framerates on modern games.|||That PSU probally is some of your problem, but your motherboard is also only an x8 lane PCIEx16 slot, which is also bottlenecking your GPU somewhat.

The thing with needing 24Amps on the +12Volt rail, is the fact that, that is the full load recommendation. When the card is under full load it can use upto 24Amps. See the issue? There are some good 30Amp PSU's out there, that won't break the bank...
